Papers, Please transports the player to a totalitarian dystopia, where they assume the role of an immigration inspector at the Ministry of Entry's checkpoint. The goal is to identify and control all people attempting to cross the border between Kolechia and Arstotzka, which passes through Grestin. Here, it is necessary to screen all immigrants entering the country in search of work, as well as identify hidden terrorists, smugglers, and spies. This region recently witnessed a six-year war between Arstotzka, led by communists, and Kolechia, a neighboring state, where the former defended its right to half of the city of Grestin. The protagonist receives a long-awaited job, as well as housing for their family. To fulfill their job responsibilities, the character is provided with documents for those crossing the border. Verification systems, fingerprinting, and inspection are mandatory procedures for everyone wishing to enter the state. The player determines who is allowed into the state, who is not, and who should be arrested. The user learns about the international relations developing between neighboring countries through dialogues, newspaper clippings, and the tasks set by the leadership.
